We are proud to announce a landmark strategic collaboration shaping the future of smart urban development in Pakistan.
From 31st December 2025 to 4th January 2026, a delegation from Beiming Software, one of China’s leading technology companies, visited Pakistan to explore opportunities for collaboration in the fields of smart cities and digital transformation. Established in 1998, Beiming Software is a high-tech enterprise specializing in cloud computing, big data, artificial intelligence, and blockchain, playing a key role in advancing smart city solutions and the digital economy.
During the visit, Beiming Software signed a strategic partnership agreement with Smart TechOne (Private) Limited, a subsidiary of Habib Rafiq Engineering (Pvt) Ltd (HRL)—one of Pakistan’s most prominent infrastructure and development groups. As a licensed Zone Enterprise(STZA), Smart TechOne is an innovation-driven technology company driving Pakistan’s digital transformation through landmark projects such as Capital Smart City, Lahore Smart City, and Silicon Village, while harnessing the power of Artificial Intelligence and AIoT to deliver state-of-the-art Data Analytics, Digital Twins, and a complete IoT ecosystem centered around ECHO (Enhanced City Hub for Operations), alongside a suite of specialized applications including a Citizen Application, Hospital Information Management System, and Student Information Management System.
The agreement was signed under the leadership of Mr. Muhammad Aslam Malik, Chief Operating Officer (COO) of the HRL Group who is also the chief guest of the ceremony. The Chinese delegation included Mr. Wang Jiangping, Vice President of Beiming Technology, Dean of the Smart City Research Institute, and Co-founder of Beiming Technology, along with Mr. Xue Jinghui, Assistant President of Beiming Software and Deputy General Manager of the Smart City Business Division. HRL officials, including Mr. Khalid Taimur Akram, Advisor to the Chairman of HRL, were also present.
The core objective of this agreement is to jointly develop and implement comprehensive smart city solutions in Pakistan, initially focusing on integrating advanced smart technologies in Capital Smart City. Through this collaboration, both sides aim to introduce intelligent urban management systems, digital governance platforms, smart infrastructure, and data-driven public services that enhance efficiency, sustainability, and quality of life.
Additionally, Beiming Software signed a partnership agreement with Smart Future Technologies (Private) Limited, another key subsidiary of Habib Rafiq Engineering (Pvt) Ltd (HRL). Under this agreement, both companies will collaborate on the design, development, and implementation of cutting-edge smart city solutions across Pakistan. The partnership focuses on integrating advanced technologies such as IoT, artificial intelligence, cloud computing, and data analytics to enhance urban management, digital governance, and public services. Smart Future Technologies will leverage its expertise in smart city initiatives to ensure these solutions are effectively deployed, monitored, and optimized, contributing to more efficient, sustainable, and connected urban communities nationwide.
The four-day visit of the Chinese delegation marks an important step toward strengthening China–Pakistan technological cooperation, accelerating digital urban development, promoting innovation-led growth, and supporting Pakistan’s long-term vision for sustainable, resilient, and technology-driven cities.
